     Margaret “Peggy” Boice, MA, MSSW, LMSW-AP, was a Health Policy Advisor to Harris County Judge Ed Emmett from 2007 to 2019. After Harris County Judge Lina Hidalgo took office on Jan. 1, 2019, she changed Ms. Boice’s title to Constituent Services Coordinator, but has continued to rely on Ms. Boice to keep her updated on healthcare issues. This includes monitoring meetings of Harris Health System (Harris County’s Hospital District), Community Health Choice (Harris Health’s HMO for its patients), The Harris County Hospital District Foundation, and other relevant healthcare meetings in the community.

     Ms. Boice spent 27 years as Director of Public Policy for United Way (15 years in Austin with the statewide membership association for United Ways of Texas, and 12 years in Houston with the United Way of Greater Houston). Her role was to connect nonprofits to governmental resources and to help them impact governmental policies. Prior to that, she worked as a health and human services advisor in the State of Texas’ Office of State-Federal Relations in Washington, D.C., and in the Governor’s Office in Atlanta, Georgia.

     Early on, before getting her BA degree from Baylor University in Waco, and her Masters in Social Work, and Masters in Public Policy/Urban Affairs from the University of Texas at Arlington, Ms. Boice served as a caseworker for Methodist Children’s Home in Waco, and for Texas State Government, helping families achieve economic independence and a nurturing and safe environment for their children.
